Communication for emergency services always turned on


The P2000 network provides the paging text message traffic for the Dutch emergency services. Over the years, Technolution has added and replaced various parts in the P2000 chain.

A message from the control room travels via the IP network to the Paging System. Subsequently, it reaches, through various intermediate steps, the distribution system that sends the message simultaneously to all 412 transmissions masts in the Netherlands. This way the messages reach the 40,000 pagers that are currently in use throughout the Netherlands.

Reverse engineering

The Motorola RFC used to handle the distribution of these messages to the transmissions masts of the P2000 network. The necessity for a new system arose after Motorola ceased the support for this product. Together with the Australian company Infostream we have developed a back-up system (spare switch) for the RFC with exactly the same functions. There were no clear specifications of the existing RFC available. A lot of functions were therefore uncovered from the existing system through the process of reverse engineering.

Functional copy

The new system is a functional copy of the old one. It is different, but does exactly the same thing. By doing this, we have ensured the continuity of the current paging chain. This continuity is also essential for the renewal project we are currently working on.

Future-proof: C2000 renewal

Technolution is currently involved in the renewal of the P2000 network, part of the larger C2000 renewal. In this follow-up project we are responsible for the central system of P2000, which we are using the recently developed software core of the spare switch as a starting point...

Encryption and feedback

The messages are currently still unaltered when they hit the air so they can be easily intercepted by third parties; as the websites with 112 alert messages show. Two important additions to the new P2000 are encryption and a feedback channel. With the current one-way transfer situation, the receiver cannot respond to the message. And the transmitter does not know whether the message was correctly received or not. With the introduction of the new system, this will all belong to the past.
